Why are generic PDKs ( Cadence's GPDK, NCSU's CDK) much smaller in
size than commercial PDKs made by foundries?

They are a representative example. A real PDK will often contain multiple
process options - and in particular RC extraction data when you have 20
different process options (or more) can take up a lot of space.

Also, there may be different available components.

Sometimes the pcells are more complex, and invariably the characterized
transistor models will be much more complex (the generic PDKs contain "made up"
transistor parameters, and so don't tend to have binned models or quite so much
    parasitic modeling).

So that's just a few reasons...

    Andrew.
