Diesel in menu file

    I currently have a line in my menu file that looks like this:

    [Viewport Outline in MS]^C^C_-la;n;VP-Outline;;vp-outline;

    It works fine unless that layer is already present. So it seems it needs an "IF" statement or something. Something in diesel. I do not know diesel at all. How would I set this up this exact way using diesel? Maybe someone can just rewrite it? Thanks so much for the help.
