Creating a new library attached to a specified technology

    Morning everybody! Please I need your help to create, by a skill
    function, a new library attached to a specified technology that could
    be chosen from many others.

    For example in my program i will create a library:

    dbCreateLib( "newLib" )

    And then attach it to an existing technology, such as cmos065,
    cmos032......
