Using Ctrl-C just puts the objects in the Windows clipboard. It's how you paste them back into a drawing that determines whether they come in as a block or not. Right click and then choose "Paste as Block" from the context menu in order to paste the objects into your drawing as a block.

That's a difference in versions, you can't change it. Use "paste as block"
    if that's what you want.

The command issued by that option in the right-click menu is '_pasteblock'. You can assign it to a button or keyboard shortcut if you wish.

ALT+E+K or CTRL+Shift+V or PASTEBLOCK. There are probably other ways. You
can give it a short name with the alias editor.
