Converting V7 cell library to V8 problem

    We have a V7 cell library that will not convert to V8.

    It seems to process, but doesn't update.

    Dialogue box error message is:
    Upgrade processing complete. 0 files upgraded.

    In the Message Center we get:
    Can't upgrade korksym.cel: it is not a valid MicroStation file.

    (And yes, it works fine in V7.)

    Help please.
