Converting text to dwg / dxf

We have customers that store DWG files as well as various other
    formats.
The number and size of these makes copying the files almost impossible
even if we were allowed access to their contents.
We don't need the real files in-house, but I want some semi-realistic
files to open up in the correct viewers.
I would like to generate fake DWG files containing nothing but the
file name (and possibly the size) as text inside the file. Then I can
get a file listing from a customer and create a set of test files.
Are there any utilities for this?
I can easliy do the same for all the other formats I have seen in use
(txt, doc, pdf, jpg, tiff), but I'm stuck on the swg format.
I find utilities for converting from dwg to jpg or whatever, but not
    much for creating them.
    Suggestions? Workarounds?
