    I am looking for a free downloadable construction/civil item descriptions catalogs.

    Descriptions of what? The construction industry is a huge industry.
    You should start be finding the websites for the associations and
    organizations that people in the construction industry join. John Wiley &
    Sons is also probably the largest publisher of technical books for the
    construction industry.
