Change language in the top menu

I need to change the main menu language to swedish. Some smaller menus such as the help menu is in swedish but most of them are in english. When I installed the program I chose Sweden as my country. What else am I supposed to do?

 

You only get a complete translation of the menus once your product has been
localized. Only Windows
related menus, such as MSIE, will be translated/changed when adjusting the
regional settings.
However, you always have the option to purchase a 3rd party add-on which
translates menus and pop-up windows on the
fly.

The regional settings are already changed and all the menus in MSIE are in swedish. The problem is that another co-worker who is working in Autosketch version 8.0 has all his menus in the program in swedish while mine (version 9) is partly in english so it is hard to communicate how to get to things.
I don't think it is worth it to us to buy the 3rd party add-on, but what did you mean that I need to do to get my PRODUCT localized and not only Windows related menus?
