using LDD 3 on win XP pro. I had to reinstall LDD the other day, I saved
all my PC3 and PMP files, reinstalled, put files back where they go. One
printer (HP 5100) my PMP file is messed up. The custom paper size is
    listed, but is reporting a 8.5 x 11 paper and now 12 x 18. I have tried
creating a new custom paper size, but the add button is grayed out. I can't
add it in the windows printer either.

    Any help would be appreciated.

Some drivers are like that. In such a case you might go to the plotter
properties then Custom Properties > Paper Size tab > More Sizes button.
There on some drivers, you can select and create Custom paper sizes.

When I go there, by the custom button, I have a little bulb thingy and when
I click on it says, "this feature is not available because you do not have
permission to save system settings on this computer." I have admin rights
to the local machine, so why is it telling me this?

I had created the 12x18 paper size before, but I don't remember how excatly.

You can add a paper size in the windows printer. Go to the printer and faxes
select the printer, then go to the file pulldown menu and select the server
properties. You can add a new form, remember to save the form. Next go to
autocad and a new paper size is added.
