Can someone help

I just graduated highschool and used Autocad 2000 have Autocad 2000 now and ran into a problem

when i open a new layout in english standard it will
only let me type coordinates in inches, it wont
let me type in feet for instance @2'<0 it wont accept
that command it will make me write @24<0. Can someone
help me make autocad recognize the (') as a foot symbol
