Is it just me? or its always been this way?
When Inserting Xref's that contain user arrow head on specific layer.
The layer for the user arrow head have to be frozen for it not to plot?
Usually just off will not plot for other blocks.

So layers that are not off will plot?

It's not just you, but OFF and ON are meant to be a quick visual aid, while FREEZE and THAW are meant for the purpose you describe.

Back to my questions again !

Are layers that are off will still plot?
And why is the user arrow not behaving like a block?

After looking at your test.zip, I'd have to say there's something wrong with your installation. The blocks and layers are NOT acting as they should.

I'm getting a proxy object error for ObjetcDBX from some unnamed VLX app, and that may be the source of this erratic behavior.

    To answer you questions:
Objects on layers that are OFF should NOT plot.
The user arrow is not acting like ANY AutoCAD object.

  6. if re-installing the program is too much a hassle, I found that if you
explode the objects then they no longer plot when they are turned off. That
    may be undisreable as well

"Objects on layers that are OFF should NOT plot.

THATS WHAT I THOUGH ALSO ! (I do know freeze the layer solve the problem!)

I don't think its my computer or installation problem (everything works fine so far) !!

I just created everything from scratch from a new default acad templet. Its still the same problem (same problem in other computer and different version (r14 and 2k2 too)!

I think its a bug in Acad....that user arrow in leaders don't behave the same as blocks or user arrow in dimension arrowheads !!!

Try to creat you own user arrow in a new drawing in layer 0.
Then change it to any layer, like arrow.
Then block it within that drawing.
Then insert the block in layer 0.
    Turn the layer arrow off.
Then setup to plot for a preview.
(doesnt matter if its paper space or model space)
(that's when you see the user arrow).

<<(I do know freeze the layer solve the problem!) >>

Well it doesn't really solve the problem, just hides the objects. You still have some problem.

    <<I think its a bug in Acad>>

If it were a bug in ACAD, I could reproduce it here, but mine works just fine. We've been using custom arrowheads for quite some time, without the error you've posted here.

Alright let me try to get the right steps down:

First creat you own user arrow (like a trangle or somthing) in a new drawing on layer 0 (draw to a scale that looks right).

    Then block it (named arrow).

Then from the dimension style use standard or any style, modify,
    line and arrows (tab),
    under arrowheads,
    leaders:
    user arrows...(choose arrow)
    set current, close.

Then command: Leader (pick your points and text etc.)

Then chage the text and leader to layer (s-arrow, color 2)

Then block it again (text and leader, name it xplan) pick you point and select object. (this is where you can also xref also)

    Then set the layer 0
Insert the block "xplan" (or xref the dwg "xplan"), pick the point, scale ,etc.

Then turn off the layer "arrow" (not freeze) (or xref layer xplan|arrow).

Now setup to plot with a preview, what do you see?
