Is there anyway that I can make a custom toolbar that when I click on
the various symbols that it will insert different blocks. I am trying
to create a toolbar with different highway symbols. I already have
the highway symbol blocks created. I just don't want to have to go to
insert block and then select my block every time I want to insert one.
I just want to have the different symbols in a toolbar. Thank you.

There are several ways to do this. First you could create a "button" for
each symbol and draw a bitmap image for each button using the Autocad icon
editor. Or you could create a library of all your drawings by creating a
"slide" for each which can be displayed in a dialog box. Or you can select
each block from a pull-down on the menu bar. You can get your program to
stop and ask for a scale on the inserted object as well as an insertion
point. What did you have in mind?

  3. Yes. It's covered pretty well under Customization in the Help.

If you've got tons of them, I'd think about grouping them in "flyouts".
You could use a bitmap-graphics app to quickly make the button
graphics for you, with some extreme resampling.
For the sake of stability, you might want to use a menu file
to define the toolbars, as user interface defined toolbars can be a bit
    ephemeral.

As an aside, it sounds like you are wading through those awful dialogues to
    insert a block.
I find that slow and tedious, and so generally use the command line version
    of the insert command.
If you know the names of the blocks you need, I think you will find it much
    faster........

If you do, re-assign the -INSERT command to a simple alias like 'I'
and it's even faster. The default alias probably summons the dreaded
    dialogue.

Why not use "Tool Palettes" or "Designcenter"?
I have hundreds of blocks available through both and each show a thumbnail,
allow rotation and explode (or not) options.

I want to have buttons on a toolbar for various things with flyout
buttons on some of the buttons. For example, I want a button that is
equipment. Then when you click on that button, a flyout button with
all the equipment drops down and you can pick what you want. Each of
those buttons would then insert a block. Then I might want a button
for switches and when you click on that, a flyout button with the
different switches pops out. However, I may want one of the buttons
on the main toolbar to not have a flyout associated with it. I would
just want it to insert a specific block. Having the option of scale
for the block would be helpful. I also want to be able to transfer
this toolbar to various computers so that I can put it on all of our
CAD computers. Thank you very very much.
