I've had this problem before. I believe it was a simple system variable. I can't draw a line parallel to an object in isometric view. Nor can I measure the side of this object. The dimension line does not appear.

Have to set ucs parallel to side or object, thus ucs, x, 90, etc.

Dimension "land" at the Z=0 of the current UCS XY plane. Rotate the UCS to match the plane of your dimension and reloctae the origin to the Z plane in which the dimension need to reside.
