Arrange blocks in tool palette?

    Platform - ADT2005
    Per Help, items in a tool palette can be re-arranged by "dragging them
    around". I have had no success at same. The moved items always return to
    their original location upon starting a new session of Acad. Apparently I am
    missing something in the instructions. Advice on the "correct" way to move
    items will be appreciated.
