Adskflex.opt problems

I have been administrating an autocad licensing server now for 3 years
and have never run into the following problem. We have recently
upgraded to a new server. I am able to obtain licenses from the new
server, however the license manager seems to be ignoring my options
file.
We are now upgrading to Autocad 2006.
I wanted to start using the report feature of the options file so that
I could use sam report lite to generate usage data. This was not
working. So I thought that I would test the situation by removing my
initials from one of the groups that exists in the options file to see
if it is actually being read. I found that I was still able to access
the software even though my name is removed. Last year I used the
RESERVE function and it worked fine. This year I tried the RESERVE
function as well as the MAX function to try to achieve my goal but to
no avail. Below is my options file.

Any help would be greatly appreciated.
