Anyone out there know of any software that could take a picture (gray
scale or color) and use the colors to assign a physical Z depth and
create a 3D surface from it, thinking that controlling max Z depth to .5
in or so (but adjustable would be cool). Would love to use something
    like this with solidworks.

Thinking of being able to take a picture of a texture or other object
and then doing a bit of graphics processing to it, then converting it to
a surface to machine such that the depth would now represent color
gradients. Have seen one example of this called Artistic CAD/CAM.

Take a look at ArtCAM from Delcam, and MasterCAM Art from CNC software.
