    I'm looking for a way to get a 2d dimension between 2 polylines that have
    different "Z" (Elevation) value.

    DIM->LINEAR ought to do it.

    Wouldn't "Linear" only give you a horizontal or vertical dimension distance in reference to the current coordinate system, requiring the user to re-orientate the UCS for each dimension?

    You could just draw a line from 3d point to 3dpoint, then choose DIMENSION->ALIGNED, hit <enter> for the <select object> option and then pick the line.

    Quite right, I was thinking orthagonally.

    No need to draw the line, use DIm ALI from an endpoint to perpendicular.
