2004 useless over DSL/VPN?

We've installed 2004 on a couple of workstations in our main office.
Our server and network are also in the main office and there are no
performance issues running 2004 when compared to running R14.

However, we have a remote office that is part of our network using a
VPN running over a DSL line and 2004 is crapping out from the moment
you start it. R14 in the same office runs like a champ!

Our remote office is directly across the street from their telco and
I've documented their bandwidth performance as upload ~ 400-500 kb,
download ~ 5 Mb. Other applications in the remote office that
communicate with the server have no performance issues.

Here's a comment from the person evaluating 2004 in the remote office.
He's been using R14 in the same environment for almost a year without
    any performance problems.

'It (2004) runs extremely slow, and actually I prefer not to use it
because of this. I set up a trial job & it took 5 minutes just to
start up the program & set all the settings'

What gives with 2004. Why's it such a lame dog?

What's the minimum recommended bandwidth required to work with 2004 in
    our remote office?

    Thanks,
    Eric
